Socket 10061 connection refused

I'm trying to install Email Delivery Server on a local machine, and I'm encountering a Socket 10061 connection refused problem.
Answer:
This is happening, because your service could not be executed. Our program consists of two parts. User interface that you can run to configure any aspects of our software and the Windows service itself that is running at all times automatically and actually does the sending and receiving of messages.
This problem can often happen, because of another SMTP or POP3 server that is already running on your PC. Please refer to this FAQ to see how to resolve it.
